Add query for nova resize/migrate bug 1326778

158 hits in the last 2 days, all failures, check and gate.

This fails on at least three different test classes so rather
than add a big OR to the query for the known tests that hit
this, just fingerprint the generic API validation failure
in the n-api logs.
