Add query for tempest scenario run timeout bug 1783405

Unfortunately we don't have a better fingerprint for this
but it's just ansible timing out the devstack-tempest task.
Looking at the console log, several of the networking scenario
tests are taking a long time and should probably be audited
to see if they should be marked as 'slow'.

161 failures in 7 days, check and gate, all failures.
