Add query for n-cpu startup MessagingTimeout bug 1789484

86 hits in the check and gate, all failures, master and
stable/rocky which makes sense since rocky is when we started
configuring devstack with [upgrade_levels]/compute=auto
which is what triggers this bug when n-cond-cell1 and n-cpu
are started at nearly the same time.
