Add query for VirtualInterfaceCreateException

25 hits in 7 days, check and gate, all failures,
nova-network and neutron jobs, grenade and non-grenade
jobs so it's also a bug in stable/icehouse.

Unfortunately there doesn't appear to be any more
specific logging of what's triggering the exception,
which we can probably address to get closer to the root
failure.
