Replace DbMigrationError with DBMigrationError

DbMigrationError is deprecated and will NOT be thrown in oslo.db
since oslo.db >=4.27.0, DBMigrationError will be thrown instead.
Consumers should catch DBMigrationError instead of DbMigrationError
