Subject: [PATCH] Trivial: Remove 'MANIFEST.in'

Everything in this file is automatically generated by pbr[1].
There appears to be no good reason to keep it around.
Note: we don't generate a MANIFEST.in in a file format from pbr,
but as input for setuptools.setup()
