Graham Hayes 8eef7e103b Fix broken grenade gate in keystone v3, the openstack cli works completely differently when creating a user. The explictly adds the designate user to the designate project with the "Member" role. This was previously found in the main grenade project. Enabling in Devstack

WARNING: the stack.sh script must be run in a disposable VM that is not being created automatically, see the README.md file in the "devstack" repository. See contrib/vagrant to create a vagrant VM.

Download DevStack:

git clone https://git.openstack.org/openstack-dev/devstack.git
cd devstack

Add this repo as an external repository:

> cat local.conf
[[local|localrc]]
enable_plugin designate https://git.openstack.org/openstack/designate

run stack.sh
