This mode of deployment isn't supported by the Ceph community, and was always a chimera that we were feeding/maintaining. Ceph's tool of choice to bootstrap and install a ceph cluster is by using the Ceph Orchestrator (via the cephadm tool). We're also cleaning up the old/unused and poorly tested "CONTAINERIZED_CEPH". When using ceph orchestrator, ceph daemons are run within podman containers on the devstack host.
