Setup notification properly for Zaqar

As we integrated OSprofiler with Zaqar by change
I32565de6c447cd5e95a0ef54a9fbd4e571c2d820 , then service
zaqar-server requires using notification API sends profiling
data to ceilometer, so zaqar needs relevant options to make
it work.
