cleanup: remove DEVSTACK_CINDER_SECURE_DELETE
DEVSTACK_CINDER_SECURE_DELETE is deprecated from liberty release. This should have been removed after kilo-eol Change-Id: I82c15a19f8fe0326d4a5c2a076baa6d3e53fcf32
