After commitdef4c141the bc is requred for devstack install on minimal image, commitfbe12f98fixed the issue with ubuntu, but not with other distribution. Adding bc to the files/rpms-suse/general and files/rpms/general. Change-Id: Ieb2e3e2af454bca03bb3d7565ff731dc357e699f
