Quota configuration: improve example oslo_limit section

This patch:
- uses "glance" instead of "MY_SERVICE";
- uses the already existing public glance endpoint id rather than
  "ENDPOINT_ID";
- uses the already existing "GLANCE_PASS" rather than introducing
  "MY_PASSWORD".
