This is a workaround to set the default volumes quota to 50. The correct way is to release the openstackclient fix[1]. Until the OSC fix is released, this patch will unblock gate. [1] https://review.opendev.org/c/openstack/releases/+/933578 Change-Id: Iaafcbd4ff858bf905b51d80bfda89e8a59b235e4
