Julien Danjou 33e5737658 Stop using openstack.common.exception
The openstack.common.exception has been deprecated and removed from
oslo-incubator. Therefore, Heat should follow the recommendation and
stop the usage of this file altogether.

HEAT

Heat is a service to orchestrate multiple composite cloud applications using templates, through both an OpenStack-native ReST API and a CloudFormation-compatible Query API.

Why heat? It makes the clouds rise and keeps them there.
