It looks like heat is not ready to work inside a prefix.

Telemetry gate is broken since this change. The signal urls generated by heat are wrong and doesn't have the url prefix.

Enabling heat in DevStack

  1. Download DevStack:

    git clone https://git.openstack.org/openstack-dev/devstack
cd devstack

  2. Add this repo as an external repository into your local.conf file:

    [[local|localrc]]
enable_plugin heat https://git.openstack.org/openstack/heat

  3. Run stack.sh.
