Add file to the reno documentation build to show release notes for stable/2024.1. Use pbr instruction to increment the minor version number automatically so that master versions are higher than the versions on stable/2024.1. Sem-Ver: feature Change-Id: Ib8ad88acb4cb65da2a44acaf76f189de57e81f0b

Heat
Heat is a service to orchestrate multiple composite cloud applications using templates, through both an OpenStack-native REST API and a CloudFormation-compatible Query API.
Why heat? It makes the clouds rise and keeps them there.
