This adds the actual devstack plugin, devstack should not run the heat code
in the devstack project.
Note that this is not yet configured to run in the gate.

Enabling heat in DevStack

  1. Download DevStack:

    git clone https://git.openstack.org/openstack-dev/devstack
cd devstack

  2. Add this repo as an external repository into your local.conf file:

    [[local|localrc]]
enable_plugin heat https://git.openstack.org/openstack/heat

  3. Run stack.sh.
