Liang Chen d899f8d9b7 Impose a size limit on JSON request body
The size limit on JSON request body is to ensure the server not being
overwhelmed by extremly large JSON request body.

Fixes bug #1215501

HEAT

Heat is a service to orchestrate multiple composite cloud applications using templates, through both an OpenStack-native ReST API and a CloudFormation-compatible Query API.

Why heat? It makes the clouds rise and keeps them there.
