Ivan Anfimov 0700d12541 Revert "SDK: Remove remaining neutronclient calls" ...

This reverts commit 933667d07b.

Reason for revert: 

After this MR, we received problems with:

Manila-UI - https://review.opendev.org/c/openstack/manila-ui/+/958815?usp=search

neutron-fwaas-dashboard - https://review.opendev.org/c/openstack/neutron-fwaas-dashboard/+/959408

neutron-vpnaas-dashboard - I think it's broken too.

And obviously something else we don't know about. This is a good MR, but I suggest merge it again in 2026.1, to calmly resolve all the problems.
