[devstack] Improve virtual machines logs

Change the default introspection ramdisk kernel cmdline:
* Set ipa-debug=1 to enable IPA debug logging
* Set "vga=normal console=tty0 console=ttyS0" to get some actual logs saved
  and visible through virsh.
