Dmitry Tantsur 105aa64f60 Deprecate returning patches from plugins
This approach was an optimization, but it proved to bring more
troubles than benefits - see LP issue for details.

Precautions are made to avoid breakage. Still, some 3rdparty
hooks might get broken by this change.
