The gating on python 3.4 is restricted to <= Mitaka. This is due to the change from ubuntu Trusty to Xenial, where only python 3.5 is available. There's no need to continue to keep it. Change-Id: Ia254a7b9e143cf8e5e9d39e3594b8d3a4ce507a4
