Developer guide should not include Python 3.4
The developer guide currently includes instructions for installing Python 3.4, but it is not a supported python version and should be removed from the developer guide. Change-Id: I1e0550f1dfd264c5ab09c45e4b9b2a1e570dac32 Closes-bug: #1667312
