b8ff8fa811 Add missing font for PDF generation 
The openstack-tox-docs job started failing with the following error:

    ! LaTeX Error: File `tgtermes.sty' not found.

This change adds the required font package to the bindep doc profile.

7b60585134 Update hacking for Python3 
The repo is Python 3 now, so update hacking to version 3.0 which
supports Python 3.

Ignore bashate failure on one-liner loops.

Add pcre devel packages to fix failing pep8 jobs.
