deprecate external_network_bridge option in neutron

Option "external_network_bridge" from group "DEFAULT" is deprecated for removal. Its value may be silently ignored in the future. Change-Id: I2752fca275dd7b340c0ff97bfa3eecc0d3358e63 Closes-Bug: #1637808
