This change allows the following use cases:
1. Using an already-configured MariaDB / MySQL server / Cluster
2. Using already-created DB users, without requiring root DB access.

show_multiple_locations is missing for external ceph, and it will
cause tempest run failed.
it means the conditon for show_multiple_locations is
glance_backend_ceph but not enable_ceph, this patch it fix it.

To fix it we change the default param to True.
'show_image_direct_url' will be overridden.
Currently glance v2 doesn't allow to specify custom
locations for image by default, it returns 403.

Previously the glance ceph backend was only being configured during
the deploy and reconfigure commands. This change ensures that it is
configured during the upgrade and genconfig commands as well.
Some of the related host/group selection logic has been cleaned up,
as it was a little tautolgous.

When deploying with tls enabled in public
endpoints, ansible modules fails due SSL certificates
are self-signed.
This change adds a new variable to allow customization
on which endpoints ansible should connect.
Defaults to admin because admin auth parameters defaults
to admin endpoint.

When an external Ceph cluster is used, the "filesystem_store_datadir"
option is set in the "glance-api.conf" configuration file.
It should not, it's because of this condition:
{% elif enable_ceph | bool and glance_backend_ceph | bool %}
When external Ceph cluster is used "enable_ceph" is false and
"glance_backend_ceph" is true.
glance_backend_ceph variable should be enought for this condition.

Actually Openstack services configuration can be overriden using many
files:
- /etc/kolla/config/<< service name >>/<< config file >>
- /etc/kolla/config/<< service name >>/<<host>>/<< config file >>
- /etc/kolla/config/global.conf
- /etc/kolla/config/database.conf
- /etc/kolla/config/messaging.conf
Only per-service configuration is actually documented here:

Allowing to globally modify service configuration can be perform too,
but it can be done in 3 different manners, all not documented:
- /etc/kolla/config/global.conf
- /etc/kolla/config/database.conf
- /etc/kolla/config/messaging.conf
database.conf and messaging.conf seems redundant with global.conf.
In order to simplify codebase it seems logical to remove them.
Documentation has been added for overriding configuration globally and
release note has been added too.

The default backend storage for Glance in Kolla is file, as this is the
easiest to deploy. However, this leads to frustration in a multinode
scenario as the volumes aren't shared.
This change sets glance_api to only start on one control node when using
the file backend.

only once using 'run_once: True'.

In case Kolla's users want to deploy with both of
binary and source image, we should have a variable
install type that define install type for each project.
We also add specific image tag for each Openstack project.

wait_for module waits 300 seconds for the port started or stopped. This
is meaningless and useless in precheck. This patch change timeout to 1
seconds.

The current module 'kolla_sanity' was written as a shim before full
shade support was added to Ansible. This should now no longer be needed,
we can implement the checks using Ansible provided modules.
