Tacker is failing registering VIM monitoring
into mistral because the v3 in the auth url.
The auth url is being used auth_url + '/v3' in the code,
ending in a http://url:35357/v3/v3210d8f93bb/tacker/nfvo/nfvo_plugin.py (L93)

Option auth_uri from group keystone_authtoken is deprecated[1].
Use option www_authenticate_uri from group keystone_authtoken.

Tacker fails to discover token url because keystone dropped the API
A workaround is to add v3 to force tacker openstack_driver to use
v3 endpoints.

New tacker has removed nova heat configure items,
but the tacker role is still using it.
In addition, the ceilometer and aodh are backend OpenStack
components, the configuration of feature in tacker does not depend
on them directly.

Tacker has included a new conductor service
to manage mistral workflows for VIM monitoring.
Without conductor, Tacker cannot create VIMs.
This change reworks tacker to include tacker-conductor
service.
