This change adds a variable to the Ceph role "kolla_ceph_use_udev",
which is True by default meaning no change to the current behaviour. If
set to False, it will fallback to tools such as sgdisk/blkid to parse
the disk info it needs, instead of using udev.

After a research regarding manila-share node,
is required that for the generic driver the
manila-share service should be run on the network node.
As the generic driver is our default driver, so this change is needed.

Allow operators to use their custom policy files.
Avoid maintain policy files in kolla repos, only copying
the files when an operator add their custom config.

Gnocchi previously lacked high availability. We consider a lack of HA
in our a vast majority of operator oriented services to be a defective
design choice. this change integrates gnocchi with ceph to resolve the
the lack of HA.

Currently Kolla operators are restricted to configuring one physical
network (physnet1).
This change along with ml2_conf.ini augmentation can be used to setup
multiple physical networks in openvswitch.
E.g. To configure two physical networks, physnet1 and physnet2, with
ports eth1 and eth2 associated respectively:
In /etc/kolla/globals.yml, set
neutron_bridge_name: "br-ex,br-ex2"
neutron_external_interface: "eth1,eth2"
In /etc/kolla/config/neutron/ml2_conf.ini
[ovs]
bridge_mappings = physnet1:br-ex,physnet2:br-ex2
