Enable sanity checks from kolla-ansible
...
Add a new subcommand 'check' to kolla-ansible, used to run the
smoke/sanity checks.
Add stub files to all services that don't currently have checks.

Remove hardcoded usernames in register.yml

Usernames can be configured with variables in
configuration files, but user creation is hardcoded.
