This patch introduces an optional backend encryption for the Ironic API
service. When used in conjunction with enabling TLS for service API
endpoints, network communcation will be encrypted end to end, from
client through HAProxy to the Ironic service.

There is a time once every 2 years when ubuntu team releases new LTS
release. And then UCA joins with binary packages for current OpenStack
development cycle.
It is this time for Ubuntu 20.04 'focal'.
Includes CI fix to pass:
[CI] Temporarily block new Ansible
The proper fix [1] needs fixing older branches before newer.
This one allows to fix CI first, in the usual order.
To revert after [1] gets merged in all relevant branches.

Tests prometheus, grafana, and centralised logging.
The tests could be improved in future by querying logs in elasticsearch,
and metrics in prometheus.

Ansible 2.9.8 includes a regression on the fileglob plugin [1] that
causes the HAProxy role to fail.
This change blacklists Ansible 2.9.8 to work around the issue.

Clients are starting to release versions that don't support Python 2.
The ironic scenario is currently failing on stable branches for this
reason.
Use upper constraints to avoid installing these new versions on stable
branches.

global_physnet_mtu needs to be set in neutron.conf, because linuxbridge-agent
discovers underlying vxlan0 interface mtu and returns an error when creating
vxlan port
CentOS8 job will not be added, because CentOS 8 iptables-ebtables package
is missing broute (--among-src) tables support required for linuxbridge agent,
see [1].

In CentOS/RHEL 8 there is no scsi-target-utils package, nor is it
available in EPEL. It is removed from kolla in [1]. In RHEL 7 and beyond
the LIO kernel subsystem can be used instead of the tgtd daemon.
This change removes support for the SCSI target daemon on CentOS/RHEL 8.
The 'tgtd' image is no longer available for CentOS/RHEL 8.

This change switches the CI jobs to use python 3 for local execution of
the kolla-ansible commands.
For upgrades, we use python 2 for the previous (Train) deploy, then
reinstall using python 3 for the (Ussuri) upgrade.
NOTE: This is separate from the python interpreter used on remote hosts,
which is configured via ansible_python_interpreter.
