Make sure that all the sevices will attempt to
connect to the database an infinite about of times.
If the database ever disappears for some reason we
want the services to try and reconnect more than just
10 times.

The Kolla design is for services to use the internalURL for
service to service communication. In Mitaka, Neutron added
a new config parameter specifying which URL to use to to
contact Nova, making the default 'public'. This patch sets
the value to 'internal'.

Without this option set to blank neutron will attempt to dump raw
frames which is not correct. Kevin Benton is working on fixing the

The in-process cache for keystone tokens has been deprecated due to
"incosistent results and high memory usage" with the expectation we
switch to memcached_servers if we want to stay performant.
Add memcache_servers [cache] section to the appropriate servers as the
[DEFAULT]\memcache_servers options was deprecated.

When using separate networks for external APIs and internal
APIs, services need to be configured to use the internal APIs.
The default is typically publicURL.

Due to poor planning on our variable names we have a situation where
we have "internal_address" which must be a VIP, but "external_address"
which should be a DNS name. Now with two vips "external_vip_address"
is a new variable.
This corrects that issue by deprecating kolla_internal_address and
replacing it with 4 nicely named variables.

kolla_external_fqdn
The default behaviour will remain the same, and the way the variable
inheritance is setup the kolla_internal_address variable can still be
set in globals.yml and propogate out to these 4 new variables like it
normally would, but all reference to kolla_internal_address has been
completely removed.

To allow for TLS to protect the service endpoints, the protocol
in the URLs for the endpoints will be either http or https.
This patch removes the hardcoded values of http and replaces them
with variables that can be adjusted accordingly in future patches.

Thanks to mount propagation in Docker 1.10 we can use thin containers
finally! This is extremely useful to operators since now they can
access the network namespaces from the hosts (outside the neutron
container). But additionally it allows us to implement the VPN agent
and other services easier.
Neutron containers and the neutron role are brought into the standards
of the new Kolla. Completely with drop-root and ansible formating
updates.
The ip_wrapper.py script was (thankfully) not needed so it has been
removed from the repo.

Option "verbose" from group "DEFAULT" is deprecated for removal.
Its value may be silently ignored in the future.
If this option is not set explicitly, there is no such warning.
Furthermore, the default value of verbose is true, so there is
no need to set this value in config files.

Neutron Agents is a special case for json support. Since it's a fat
container, there will be multiple commnds that will need to be run
in the container. In order to account for this, the commands will be
hardcoded until the agents are split out to their own containers.
The files will be copied the normal way.

-a nice enhancement would be to configure the web console
