Mark Goddard 1d70f509e3 Perform host configuration during upgrade ... This is a follow up to I001defc75d1f1e6caa9b1e11246abc6ce17c775b. To maintain previous behaviour, and ensure we catch any host configuration changes, we should perform host configuration during upgrade.
