As per the plugin documentation, for reference
http://docs.openstack.org/developer/devstack/plugins.html
the config environment variables should be added to
"devstack/settings" file

Enabling in Devstack

  1. Download DevStack

  2. Add this repo as an external repository:

    > cat local.conf
[[local|localrc]]
enable_plugin manila https://github.com/openstack/manila

  3. run stack.sh
