Igor Malinovskiy 36fae29ea5 Add share shrink API

Implement optional API for shrinking shares:
"manila shrink <share-id> <new-size>"

- Implement tenant-facing API for shrinking shares
- Add appropriate unit tests

Partially implements bp share-shrink-api

MANILA

You have come across an OpenStack shared file system service. It has identified itself as "Manila." It was abstracted from the Cinder project.
