Ben Swartzlander 7d3fc0ed7f Run ZfsOnLinux gate tests with SSH enabled ...

SSH is required for replication to work in the ZfsOnLinux
driver, but the gate defaults to disabling it. Make it
configurable and make sure to preinstall host key.
