Igor Malinovskiy f67bcf81ae Add share extend API

Implement API for extending shares similar to Cinder:
"manila extend <share-id> <new-size>"

- Implement tenant-facing API for extending shares
- Add appropriate unit tests

Partially implements bp share-extend-api
