[OVN] Implement GW IP network QoS inheritance

This patch enables the gateway IP network QoS inheritance in
the OVN backend driver. The OVN QoS extension will use the
router external network (GW network) QoS policy if the gateway
IP port has no QoS policy assigned.

Partial-Bug: #1950454
