Update comment about metadata_proxy_shared_secret config

Previously, Nova used neutron_metadata_proxy_shared_secret in
DEFAULT section, but that was deprecated in Juno and removed
in the change c4489643b37cd7ed09737448891329fc7c1f7b83 in Nova.
