Remove the embrane plugin
The embrane plugin is EOL. Users have been transitioned to other solutions. Closes-Bug: #1504670 Depends-On: Ic13a101f04086af84251c98d775d75334504007d Change-Id: Ibc336db310d051cae65291724ea5becadc3d3d45
