[OVN] Check if OVN SB supports virtual ports

Added a check for OVN SB schema, looking for "virtual_parent" in
"Port_Binding" table (added in OVN SB schema 2.5).

This patch removes the code to support OVN without virtual ports.
It is assumed that "virtual_parent" field is present in "Port_Binding"
table.

Closes-Bug: #1949496
