Add resource_provider_bandwidths for computes

neutron-tempest-dvr-ha-multinode-full job's computes seems to lack
resource_provider_bandwidths values set, let's see if it solves the
issuse with test_migrate_with_qos_min_bw_allocation and
test_resize_with_qos_min_bw_allocation.
