elajkat 781edc8f64 req: Bump some dependencies 
Neutron's lower-constraint job started to fail and
bump of the following packages seems to solve the issue:
* decorator to 4.1.0
* Mako to 1.0.7

Neutron is an OpenStack project to provide "network connectivity as a service" between interface devices (e.g., vNICs) managed by other OpenStack services (e.g., Nova).
