OpenStack Networking (Neutron)

Neutorn uses oslo.cache library for caching. This change ensures that options of the library are included in neutron.conf generated by oslo-config-generator. OpenStack Neutron
Neutron is an OpenStack project to provide "network connectivity as a service" between interface devices (e.g., vNICs) managed by other OpenStack services (e.g., Nova).
