According to the docs on this link:

https://docs.openstack.org/neutron/latest/admin/config-dvr-ha-snat.html

"Configure the Open vSwitch agent. Add the following to
/etc/neutron/plugins/ml2/ml2_conf.ini:"

It should be openvswitch_agent.ini rather than ml2_conf.ini.
