Fix resolved config on Debian

Currently, file /etc/systemd/resolved.conf.d/openstack-ansible.conf has
incorrect format and is being ignored:

```
systemd-resolved[740]:
/etc/systemd/resolved.conf.d/openstack-ansible.conf:2:
Missing '=', ignoring line.
```
