Andy McCrae 6f6af10880 Add required packages to build mysql-python 
The horizon deploys are failing due to missing packages required to
install the mysql-python pip package. This PR adds those in.

OpenStack-Ansible Horizon

This Ansible role installs and configures OpenStack Horizon served by the Apache webserver. Horizon is configured to use Galera for session caching and Memcached for other caching.
