Andy McCrae be739c5392 Refactor os_swift testing
This PR refactors the swift testing:

Move vars into test-vars
Split out tasks
Adds replication address
Make more settings variables

This closely mirrors the changes made to testing in the os-nova
repository, and should allow us to split out the initial setup tasks far
easier.
