Dmitriy Rabotyagov 9f8df42072 Define losetup devices statically rather then dynamically
At the moment we calculate loop device path dynamically during
service/playbook runtime using `losetup -f`. While this guarantees
that the device will be unused, this leads to race conditions during
AIO server reboot, and needs manual intervention after reboot
for ceph scenario, for instance, and restart related systemd service.
