This patch upgrades the default etcd version to 3.2.24. Migration from 2.x to 3.x is required to address: * Kubernetes is deprecating etcd 2.x support later this year. See [0]. * Recommended etcd minimum versions are: 3.1.11+, 3.2.10+, 3.3.0+ to address a data corruption bug. See [1].
