Install: Glance updates for Mitaka

Update glance configuration for Mitaka.

1) Remove explicit installation of python-glanceclient
   because we use python-openstackclient.
2) Remove package dependency workaround for RDO.
3) Unify configuration between glance-api.conf and
   glance-registry.conf files.
4) Change notification driver option.

Implements: bp installguide-mitaka
